The Manchester
Citizens Corporation and the Housing Authority of the City of Pittsburgh
secured one of the earliest Hope VI grants from HUD to demolish 1960s public
housing blocks and replace them with new houses which supported the historic
neighborhood development pattern.
In the first phases of
design and construction, LDA designed 81 new town houses which followed the
traditional row house pattern in the neighborhood. In following phases
LDA directed the rehabilitation of 12 historic buildings containing 24
rental units and 1 large historic building to contain 16 elderly apartment
units. All the renovations met the requirements for the Secretary of
Interior’s Standards for Rehabilitation and received tax credits.
